Add upload retries to remote screen shot command

We are seeing some flakiness in the reliability of the remote screenshot command. Many of these seem to be related to flaky network.

Adding retries to UploadJob with exponential back off would improve this.

1) Make UploadJobImpl retry not only on auth failures but also on bad network.

2) Retry with exponential back-off.
