Regression: Weird behaviour of scrollbar is seen on ‘chrome://md-settings/'

Issue description

Chrome Version:52.0.2705.0 (Official Build) fefaf92686d3786bd74fbda74d7dff3ca2f49e3e-refs/heads/master@{#386318} 
OS: MAC

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Click on ‘Advance’ option seen on L.H.S and observe the scrollbar below the header.

Actual: Weird behaviour of scrollbar is seen(i.e. Scrollbar is behind the header is seen)
Expected: Scrollbar should be proper.

This is regression issue, broken in ‘M 51’ and below is narrow bisect:

Suspecting: r380742 

Good build: 51.0.2673.0
Bad build: 51.0.2678.0

Note:  1. Issue is not seen on Windows and Linux OS:
       2. Builds between 51.0.2673.0-51.0.2678.0 is not available for Mac OS.

I don't think it has anything to do with my change you quoted. It was simply a rename of a variable.


I'm trying this on 52.0.2707.0 and I don't see the issue. Is this reproducible only on Retina displays? The display I have isn't HDPI. Is it reproducible when you don't have overlay scrollbars on?

With response to comment #3:
1. Above issue is reproducible on Latest chrome version: 52.0.2708.0 on Mac (10.10.5 and 10.11.4 desktop).
2. Above issue is not reproducible on Mac retina (10.11.4)

Suspecting from above narrow bisect: r380739 ?

Kindly help to re-assign, if your changes are not cause for this issue.

This issue doesn't reproduce on 58.0.3029.41 on MBP Retina.

dtapuska: Is there a triage process for P1/Regression bugs in Blink>Scroll?
Status: WontFix (was: Assigned)
Tested on Chrome 60.0.3079.0 on low dpi and hdpi and issue doesn't reproduce. Closing issue.
