Regression: 'Confirm Removal' dialog box is not appear after selecting 'Remove from Chrome..'option of 'Google Cast' extension.

Issue description

Chrome Version: 52.0.2705.0 Revision fefaf92686d3786bd74fbda74d7dff3ca2f49e3e-refs/heads/master@{#386318}(32/64 bit)
OS: All(Win-7 Aero Enabled)

Precondition: Enable 'Media Router' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' button.
(2) Right click on newly added extension and select 'Remove from Chrome..' option, observe

'Confirm Removal' dialog box is not appear after selecting 'Remove from Chrome..'option.

'Confirm Removal' dialog box should appear after selecting 'Remove from Chrome..'option.

This is a regression issue,broken in 'M-50' ,below is bisect info:

Good Build: 50.0.2631.0
Bad Build: 50.0.2633.3

Not a regression, there's never been a prompt for toolbar action removal (AFAICT, we are the first product to ship this feature).

Is this something we need? Stephen?

Ah, if this is related to toolbar action then no. I misunderstood this as
removing the extension from Chrome entirely. Fine to WontFix.
