Unnecessary 'Cast' option is disabled in context menu for all the PDF page.

Issue descriptionChrome Version: 52.0.2705.0 (Official Build)fefaf92686d3786bd74fbda74d7dff3ca2f49e3e-refs/heads/master@{#386318} 32/64-bit. OS: All(Win-7 Aero enabled) Precondition: Enabled 'Media Router' flag from chrome://flags URL: https://www.polyu.edu.hk/iaee/files/pdf-sample.pdf What steps will reproduce the problem? 1. Launch chrome and go to above URL or any PDF page. 2. Rt. click to open context menu and observe the 'Cast' option. 'Cast' option is disabled in context menu. 'Cast' option should be enable in context menu. Note: 'Cast' option is enable in wrench menu for all the PDF page. This is a non regression issue, seen from M-47 series. Kindly review the attached screen-cast for reference.
