[Regression]: One pixel line is missing in download bar above downloaded file name

Version:  51.0.2704.0 dev
OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
(1) Launch chrome >> Open NTP >> Right click >> Save as and observe download bar

Expected: One pixel line should be seen above downloaded file name 
Actual: Instead outline is seen missing

This is a regression issue broken in M51.

Good Build: 51.0.2702.0 dev
Bad Build: 51.0.2703.0 dev
