Regression : Weird overlapping of ruler is seen in devtools

Issue descriptionChrome Version : 51.0.2704.2 489770a09a889f83c47c5e4b7df7a8865e5d4070-refs/branch-heads/2704@{#2} OS : All(Win 7 aero enabled). What steps will reproduce the problem? 1. Launch chrome,open NTP and go to devtools and open emulated view. 2. Now select 'Responsive' mode and click on 'show more options' icon and select 'Show rulers'. 3. Now edit the 'Height' text field by entering a four digit no.(Ex.6666)and press 'Enter' key from keyboard,observe the ruler. Actual: Weird overlapping of ruler is seen. Expected: Weird overlapping of ruler should not be seen.
