ec: make charge_get_percent() consistent with OS calculation

According to Lennon @ Wistron, charge_get_percent() is inconsistent with our powerd / chromium OS battery calculation -- "I find charge_get_percent() is round up to the nearest integer (eg. 96.1 report 97) and OS calculation is round off(eg. 96.5 report 97).".
