Feature Request: Add "View in Chrome" to right-click menu in Downloads

Issue description

UserAgent: Mozilla/5.0 (X11; Linux i686) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.108 Safari/537.36

Steps to reproduce the problem:

1. Visit chrome://downloads/ where there are lots of jpg's, say.
2. Wish to browse one in the browser (chromium), not the application configured to
handle jpgs (imagemagic, say).
3. there is not right click option to browse it right in the browser.
4. Click "Show in folder", or "Open Downloads folder"
5. OK, there we can click a jpg and indeed it will open in the browser.
Problem is, there is no way to order them by date (bug rejected:
"chromium is not a general local file explorer, wontfix!"), so our jpg
is buried who knows how deep.

What is the expected behavior?
Want to see a jpg right in the browser

What went wrong?
Can't see our jpg easily right in the browser

Don't force the user to make chromium the default handler for jpgs just to see them from the Downloads page.

You can drag the image icon from chrome://downloads or the download shelf on to a browser tab to open it in the browser.

Does #3 work for you? I know it's not a very accessible option (requires using a mouse), but it's there if you want to use it.

No it doesn't work.
I tried it here on Debian.
It drags, and then flies away when dropped.
Besides, who can guess that one could do it if one can't even do it via the right click menu.

So there I am, looking at a jpg in the list, unable to view it in a new tab. I can Open Link in New Tab, but I cannot Open Image in New Tab, so just end up with another duplicate in the Downloads list.
