[Scroll Anchoring] history restore should consider using the same logic as scroll anchoring |

Issue description1. Go to http://techcrunch.com/2016/04/08/spacex-just-landed-a-rocket-on-a-drone-ship-for-the-first-time/ 2. Scroll down 3. Reload the page. Upon reload, it doesn't actually take you to the same offset into the text because of images/ads that haven't yet loaded above the fold. It's not clear to me if we can solve this case well in a general way, but something to explore once we've shipped V1 of scroll anchoring.
