Feature Request : Disable Service Workers option in DevTools

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Chrome version: 49.0.2623.110  Channel: n/a
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

I believe as developers we should be able to debug, test and develop for browsers without Service Workers. We need a persistent way to bypass Service Workers. As such a "Disable Service Workers" toggle in DevTools will go a long way to help this use case.
