"Pause JavaScript excecution on Service Worker Startup" should be scoped to the selected origin

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36 Steps to reproduce the problem: 1. N/A 2. 3. What is the expected behavior? When selecting the "Open DevTools window and pause JavaScript execution on Service Worker startup" option in the Resources panel, every service worker file seems to open up in a new window in paused state as I browse other web pages, rather than just the Service Worker file for the origin where the option was selected. This is quite an inconvenience, especially when on opening every new tab opens up a new window with Service Worker paused. What went wrong? N/A Did this work before?
