openOptionsPage overriding new tab

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Override "New Page" in extension manifest.json
2. Add JS to page allowing the user to open the extensions "Options Page" (using chrome.runtime.openOptionsPage())
3. Execute said JS.

What is the expected behavior?
For the options page to open in a new tab.

What went wrong?
Options tab opened in the currently opened "New Tab"

Same here. Noticed a strange thing though - if I execute that function from the developer console, the options page opens in a new tab.
