Pointer flickers when moving over pointer-changing element with an element highlighted with DevTools

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 7978.48.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.67 Safari/537.36
Platform: 7978.48.0 (Official Build) beta-channel veyron_speedy

Steps to reproduce the problem:
1. Open DevTools in window mode
2. Highlight an element with the Elements tab
3. Switch focus to the inspected page with Alt+Tab so that the highlight stays
4. Move the pointer over an element which changes its appearance

What is the expected behavior?
The pointer looks like defined in the page - not flickering between the default pointer and the defined one. The OS should be able to respond to key presses and mouse movements like it normally does.

What went wrong?
The pointer repeatedly changes between the default pointer and the one defined in the page. All keyboard and mouse inputs are delayed.

I can repro this on Linux. Looks like a problem with overlay.
