Implement platform-level checks for various HEVC profiles/levels

I have recently added code for parsing HEVC codec ids and extracting profile/level information from them (https://codereview.chromium.org/1677133003/). But that information is currently not used. We need to add platform-level checks to ensure that a given combination of HEVC profile and level is actually supported.
