"Open as window" choice reset for app after update

What steps will reproduce the problem?
(1) Have Secure Shell installed and choose Open as Window in the app icon's context menu.
(2) Reboot to update.

Expected: Secure Shell still opens as window.
Actual: Secure Shell opens in a tab. "Open as window" is no longer checked in the app icon's context menu.

I have had (1) in place for a while, and the setting has survived many reboots.

AFAICT the update was from 50.0.2661.67 to 50.0.2661.67. ¯\_(ツ)_/¯

This happens consistently after a reboot, not only after an update. Choosing "Open as window" for Inbox persists the choice, but Secure Shell still reverts to open in a tab.

michaelpg@, can you provide more detailed repro instructions, device, and build?  I can't reproduce on pixel 52.0.2734.0.
