Revisit media include_rules in chrome/browser/DEPS

Issue description

Currently, chrome/browser/DEPS contains the following media include_rules:
  "+media/audio", # For media audio hang monitor.
  "+media/base",  # For media switches
  "+media/midi",  # For midi switches
  "+media/mojo",  # For mojo media services.

Two of these claim to only exist for switches. These should be restricted to the specific switches file(s).

Currently, one of those is enabling media/base in all of chrome/browser/, which we probably don't want.

It would seem that the media audio hang monitor usage could be more restricted as well.

We still want to fix this. This should be part of the gn refactoring effort, e.g.  issue 613033
