http/tests/security/referrer-policy-conflicting-policies.html fails in --site-per-process mode

Site Isolation FYI bot has caught a regression in https://build.chromium.org/p/chromium.fyi/builders/Site%20Isolation%20Linux/builds/8706

Repro (--additional-drt-flag=--site-per-process is the important bit):

$ third_party/WebKit/Tools/Scripts/run-webkit-tests -t gn -v --additional-drt-flag=--site-per-process --additional-drt-flag=--no-sandbox http/tests/security/referrer-policy-conflicting-policies.html


Expected behavior: test passes

Actual behavior: 

Regressions: Unexpected text-only failures (1)
  http/tests/security/referrer-policy-conflicting-policies.html [ Failure ]

yhirano@, could you please take a look?  I see that your https://crrev.com/1840643003 is present on the blamelist and that is has replaced 

third_party/WebKit/LayoutTests/http/tests/security/referrer-policy-conflicting-policies-expected.html

with

third_party/WebKit/LayoutTests/http/tests/security/referrer-policy-conflicting-policies-expected.txt

Actually, after looking at the details of the test failure, this bug seems to be a duplicate of  issue 582525 .

Expected test output:

CONSOLE WARNING: Mixed Content: The page at 'https://127.0.0.1:8443/security/resources/referrer-policy-conflicting-policies.html' was loaded over HTTPS, but requested an insecure script 'http://127.0.0.1:8000/security/resources/echo-referrer-js.php?before'. This content should also be served over HTTPS.
CONSOLE MESSAGE: line 1: url = /security/resources/echo-referrer-js.php?before, referrer = [no-referrer]

Actual test output:

CONSOLE ERROR: Mixed Content: The page at 'https://127.0.0.1:8443/security/resources/referrer-policy-conflicting-policies.html' was loaded over HTTPS, but requested an insecure script 'http://127.0.0.1:8000/security/resources/echo-referrer-js.php?before'. This request has been blocked; the content must be served over HTTPS.

And just to confirm designation of this bug as a duplicate - there is indeed a call to testRunner.setAllowRunningOfInsecureContent(true) in third_party/WebKit/LayoutTests/http/tests/security/referrer-policy-conflicting-policies.html.
