64-bit Chrome installs to "Program Files (x86)" directory instead of "Program Files" directory

Project Member Reported by tnakamura@chromium.org, Apr 8 2016

Issue description

Version: 51.0.2700.0 (64-bit)
OS: Windows 7 (64-bit)

What steps will reproduce the problem?
(1) Install the 64 bit Dev channel version of Chrome
(2) Open chrome://version/
(3) Look at the Executable Path

What is the expected output?
Path points to something under "C:\Program Files\"

What do you see instead?
Path points to "C:\Program Files (x86)\"

I can't find a more definitive source, but here's a snippet from https://en.wikipedia.org/wiki/Program_Files:
x86-64 versions of Windows have two folders for application files; 'Program Files' folder serves as the default installation target for 64-bit programs, while the 'Program Files (x86)' folder is the default installation target for 32-bit programs that need WoW64 emulation layer.
