Add background sync to MD content settings |

Issue descriptionRecently background sync has been added to the content settings page (see bug 564052 ). However, it has not been added to the material design page (chrome://md-settings/siteSettings) yet. Its behaviour should mirror the way it works on Chromium for Android.
