CQ error message due to open dependencies should be improved |

Issue descriptionIf there is an open dependency on a CL the CQ fails with the following error message: This CL has an open dependency (Issue 9901001 Patch 1). Please resolve the dependency and try again. As discussed in https://groups.google.com/a/chromium.org/d/msg/chromium-dev/yS3sV0Wgseg/KZWXOI5WLgAJ there are many usecases where developers would want to skip these checks. The ways to skip the checks are documented at https://docs.google.com/document/d/1KZGFKZpOPvco81sYVRCzwlnjGctup71RAzY0MSb0ntc/edit#heading=h.i94lf8av9mh3 but this is not easy to find. We should extend the CQ error message to list those options to make them easier to find.
