Extended display needs many Ctrl+F4s to appear

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8155.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2699.0 Safari/537.36
Platform: 8155.0.0 (Official Build) dev-channel samus

Steps to reproduce the problem:
1. Attach HDMI<>USB-C cable from Samus to Dell S2409W
2. Power up display

What is the expected behavior?
The extended/mirrored display appears

What went wrong?
Display goes into power save mode. I need to turn it off and on again the press Ctrl+F4 10-15 times (once a second) before is appears.

Did this work before? No 

Chrome version: 51.0.2699.0  Channel: dev
OS Version: 8155.0.0
Flash Version: Shockwave Flash 21.0 r0

I have used the cable with other external displays where extending/mirroring works fine so the issue may be related to this model only.

I have send feedback at 08:40 on 8th April 2016.

works with a 24 inch dell monitor (I don't have the exact same one though).
