Chrome rejects a script-generated bookmarks file

Issue description
Chrome Version : 49.0.2623.108

What steps will reproduce the problem?
1. Import a properly-formatted NETSCAPE Bookmarks file.

What is the expected result?
Chrome should create a folder (according to the name in the file), and populate it with the links in the bookmarks file.
What happens instead of that?
Nothing -- Chrome doesn't do anything with it.
Please provide any additional information below. Attach a screenshot if
possible.
The contents of the bookmark file in question can be found at this paste: http://sprunge.us/MXMU
This was tested against IceWeasel 38.7.1, and it gives the expected result.
