MediaRecorder: support MKV container

Issue description

MediaRecorder can only use a Webm container. This container
supports VP8/VP9 and Vorbis/Opus video and audio codecs,
respectively.

In order to support other codecs, notably H264, the
strongest option is Matroska [1] (concretely in "streaming"
mode [2]). Libmkv GitHub is in [3], code is distributed 
under LGPL 2.1.

https://chromium.googlesource.com/chromium/src.git/+/795f1a69a3f9f532ff11c7de0d23d34f6ffbd27e

landed support for non-VPx codecs in webm containers,
so this bug/issue tracker is no longer needed. Closing.
