Menuitem does not correctly own children in DOM tree

Issue description

Version: 51.0.2701.0 (Official Build) canary (64-bit)



What steps will reproduce the problem?
(1) Go to: https://developer.apple.com/library/mac/documentation/Cocoa/Reference/ApplicationKit/Classes/NSApplication_Class/
(2) The top menu item is displayed on top of the rest of the page but it shouldn't be

The page renders correctly on Safari and Firefox. I have attached to screenshots.
Looking at the DOM tree in devtools, in Chrome menuitem does not have any children but in Safari it does. So I think somehow in Blink we don't associate any children to menuitem.

Work as expected in 49.0.2623.110 which is why I marked it as a regression.
