Chrome is hijacking certain keys from other applications

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. Using Pause or Scroll Lock Keys
2. Keys are not being recognized by background applications

Easy way to test it is creating a small script with AutoHotkey, and set it to react when pressing Pause or Bloq/Scroll Lock/Bloq keys.

What is the expected behavior?
Pause or Scroll Lock keys which are globally bound to a certain application should be registered by that application.

What went wrong?
Chrome when maximized is hijacking the Pause and Scroll Lock keys from being globally available to other programs.

Did this work before? Yes Previous version of Chrome, current being 49.0.2623.112

OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
