Attempting to drag to scroll will open an ad if your finger starts dragging from the image ad itself

Issue description

Chrome version: Dev 51.0.02700.2
Android 6.0.0

In particular, there was an ad (an image by Nike) in the middle of the article. As I was reading through it, I tried to scroll past the ad, and apparently drags are interpreted as taps if you start dragging on the add itself. This is not true for traditional links (I tested within the same page).

In particular, although I can start dragging the page, once I release my finger the ad will open in a new tab.

FYI I filed feedback from that page from zea@chromium.org if that contains further useful info.
