Issue descriptionVersion: 51.0.2701.2 OS: Android on Nexus5 and 7, 720p60fpsVP9 mse video has visible choppy playback with spitzer is enabled. in every 15~20 seconds, the video has obvious pause then it resume. When spitzer is disabled, the video is even much more choppy. What steps will reproduce the problem? (1) on nexus 5 or 7, navigate to http://172.31.18.18/videostack/mse/mse_player.html?file=720p60fpsVP9_titanfall_silent_2_dashified_av.webm.mpd (2) play video What is the expected output? video play smoothly What do you see instead? video pause every 15`20 seconds, then resume. The pause is obviously visible.

Probably wontfix, this device can't keep up with 720p60 w/ or w/o spitzer then.

FYI I am in the process of adding a 480p60fps video, and hopefully that will do better.

I don't know if some of these devices can even do 480p60 and that's not a configuration that YouTube ships, so I'm not sure it's worth it.
