Monorail is ignoring recently published comments and below are the clear repro steps.

1. Open any bug in monorail with chromium account:A and make a test comment (Make sure the same bug is opened with chromium account:B before making a comment)
2. Now, try to update the same bug with Chromium account:B (without browser refresh).

It should not accept the update from account:B, since there is a most recent comment exists in the bug from account:A. Crbug used to display pop-up message saying "there is a most recent update exists or someone has already modified the bug recently".
