Elements scaled with CSS transforms are blurry

Issue description

Chrome Version       : 49.0.2623.110
OS Version: OS X 10.11.4
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Visit http://share.framerjs.com/qmz9uut7aybk/ (an interactive prototype produces with http://framerjs.com/)

What is the expected result?
The phone screen image and all of the elements inside should sharply scale down according to the browser size.


What happens instead of that?
Elements scale down, but are unexpectedly blurry.

Screenshot attached. Shows, left to right, Safari 11601.5.17.1, Firefox Developer Edition 46.0a2, and Chrome 49.0.2623.110. Note how Chrome displays the elements noticeably blurrier.

It looks like we are scaling the images repeatedly due to adding extra layers.

I can't reproduce this. I suspect we fixed it with our re-raster after scale change changes.
