Telemetry: add canvas capture to page set of webrtc.webrtc_smoothness metric

Issue description

For canvas capture, add a page set in webrtc.webrtc_smoothness metric.
The captured canvas stream shall be used as a source for a local peer connection and the remote peer connection stream shall be played in a video tag. That will allow the capturing of rendering metrics on the video tag thus giving us information on the canvas capture performance.

Telemetry: Added a new page set to webrtc.webrtc_smoothness

This CL adds a new page set for webrtc.webrtc_smoothness related
to canvas capture. Basically we perform a local peer connection
with source stream being a canvas captured stream.

TEST= On linux workstation and bots
