Devices failing to update for repair, error: "kNonCriticalUpdateInOOBE"

Issue description

This bug is used to track devices that break CQ due to they can't be repaired or provisioned by error code:kNonCriticalUpdateInOOBE.

[It appears that a bunch of old cros issues bulk-added the "Infra" component recently, but they should probably be "Infra>Client>ChromeOS".]
