Snippets in the wrong language |

Issue descriptionPlease see attached screencast. I recently got snippets in Arabic but my device is set to German. Taking into account that Chrome Reader only has a decent support for English, we should filter snippets like follows: 1. Select snippets according to the device locale 2. Use English snippets as fallback Makes sense?

rational for decreasing prio: We filter snippets to hosts the user has visited before. So the user should always be able to understand the language because she or he read the same website before. Next steps: We still don't know why sometimes snippets in another languages show up. The next time this happens we'll investigate it. Perhaps something with the selection logic is wrong.
