Issue description
Chrome Version : 49.0.2623.110 (Official Build) m (64 bit)
What steps will reproduce the problem?
condition: set Basic > On startup > Reopen the pages that were open last.
(1) open some tabs.
(2) close chrome browser.
(3) reopen chrome browser.
(4) when reopend tab reloads from cache,
chrome.tabs.update({url: emailUrl}); does not work.
(page icon looks reloading)
emailUrl is javascript variable.
var emailUrl = "mailto:hogehoge@example.com"
when close tab reloads from cache, and reopen new tab, works good.
but reopened tab from cache, doesn't works good.

@viewhero: Could you please have a look at the attached video and let us know if this is the correct procedure to repro this issue. Else provide us the screen-recording for better understanding, which would help us in triaging it further. Hi, mimmagadda. I just made reproduce extension. this extension pops-up screen, there is simple mail link button. after installed this reproduce extension, open popup screen then click [Mail] button, then mailer will be opened. condition: set Basic > On startup > Reopen the pages that were open last. (1) open some tabs. (2) close chrome browser. (3) reopen chrome browser.(also reopen tabs automaticaly) (4) open extension's popup screen then click Mail button. fresh tab works correct. old(reopened) tab doesn't work. latest chrome version is also reproduced. plesse, confirm it. Thank you.

Tested this issue on Windows 7 using chrome latest stable M50-50.0.2661.102 by following steps mentioned below. 1. Navigated to chrome settings 2. Loaded the unpacked extensions to the browser by enabling developer mode 3. Observed the extension is installed and able to see on the chrome tool bar 4. Clicked on the extension 5. Observed a pop-up saying 'Allo, 'Allo! Mail to hogehoge@example.com 6. Clicked on "Mail" button 7. No mailer opened. 8. Observed the same behavior by following steps mentioned in the comment #3 as well. viewhero@ - Could you please let us know is this is the right steps to reproduce this issue? Hello. "Mail" button is link to "mailto:hogehoge@example.com" and open native mailer. Your machine doesn't install native mailer(ex Thunderbird/Outlook), does it? your steps to reproduce is correct. please, install native mailer. Thank you.
