Precondition: Enable 'Media Router' flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, open NTP, right click and select 'Cast' option.
2) Observe Cast overlay.

Weird box is seen while opening Cast overlay.

No such box should be seen.

This is a Regression issue broken in M-51, below is the bisect info
