Blinking an area in a specific site

Steps to reproduce the problem:
1. Connect to the site with GS6 or GS7 which device scale factor is 4.
2. Once it completes to load, it is blinking an area continually
3. 

What is the expected behavior?
It should not be blinking

What went wrong?
It keeps blinking an area of the page continually.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 51.0.2667.0  Channel: dev
OS Version: 6.0
Flash Version: Shockwave Flash 21.0 r0

This issue is a tile is removing and creating continually.
That is, pending tree don't create the tile because the tile is not included in invalid region. On the other hand, Active tree decide the tile is inside invalid region because of border.

I don't know why it is different rects concept(layer rect VS content rect) during creating and removing tile

Have pending and active tree use the same space for invalidations

This issue is a tile is removing and creating continually. Pending tree
don't create the tile because creating tile use layer rect. On the
other hand, when a tile remove from active tree, it uses content rect.
So,it removes a tile which don't exist in pending tree. It needs to use
same space for creating and removing tile.
