[PrintPreview] Unwanted gap is seen in 'Layout' drop down list.

Issue description

Chrome Version: 51.0.2701.0 (Official Build) 5d32c4d7ac9cd3e4a45a5cc1fc547103b66816c7-refs/heads/master@{#385337} 32/64 bit
OS: All (Win 7-Aero enabled)

Precondition : In PrintPreview, set Destination to any Printer.

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit Ctrl+P.
2. Click inside 'Copies' textbox, delete default value and put any invalid value. (For ex. -*/)
3. Now open & close 'Layout' drop down list, again click inside 'Copies' textbox and delete all values.
4. Now open the 'Layout' drop down list and observe. 

Actual : Unwanted gap is seen in 'Layout' drop down list.
Expected : Unwanted gap should not be seen in 'Layout' drop down list.

This is a non regression issue, seen from M-30 series (build 30.0.1549.0)

Yes, this still reproduces on Windows on 56.0.2924.87. When the error message disappears the label and the top part of the drop down shift up into its place, but for some reason the rest of the dropdown (the different options) stay in place. This creates the gap reported.
