Blurry text when device scale factor is 1.5 on Windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Run chrome.exe on a 4k monitor with font sizes set to 150%
2. Visit meta.discourse.org
3. Header is blurry

What is the expected behavior?
Header not blurry

What went wrong?
To repro the bluryness best, visit a topic on meta.discourse.org and scroll down a page or 2. 

If I run chrome with --force-device-scale-factor=1 and size up to 150% everything looks perfect on the page, header is crisp, on scroll I get no blurryness 

At device scale factor 1.5 which is the default, I get all sorts of blurring (followed by animations, and due to box shadow in header on meta.discourse.org) 

I am running default flags and a stock browser, also repros on canary

Also question, as a workaround I am running with scale factor 1, is there any way to size the address bar and tabs up a notch as well as the page?  

Did this work before? N/A
