Toolbar and tabs are left too high (in Y) after exiting full screen on OSX

Project Member Reported by ainslie@chromium.org, Apr 7 2016

Issue description

OSX 10.11.3 (15D21) - Retina MBP
Chrome Version 49.0.2623.87 (64-bit)

- entered fullscreen (via site)
- exited via ESC
- the window controls were in the right spot
- but the toolbar and tabs are shifted too far up (attached)
- other windows aren't affected (just the one that was fullscreen)

I wrote a fix for fullscreen recently so this should be fixed in M51 (will merge to M50 sometime this week)

ainslie:
I'm a bit confused something, is the window in the attached window in fullscreen mode?
Did you had multiple windows in fullscreen?

Hooray!

(Nope, this was the post-full-screen-exit window state. And nope, just that one window)
