What steps will reproduce the problem?
(1) Go to https://permission.site/.
(2) Click the keyboard fullscreen button to enter "immersive mode".
(3) Click "Fullscreen" on that site to enter fullscreen mode.

What is the expected output?
After (3), the black bubble "Press [Esc] to exit full screen" should be shown.

What do you see instead?
No bubble.

Must be caused by some weird interaction between immersive mode and fullscreen mode (unsurprising given the rat's nest of logic concerning showing the bubble in about 15 different cases). This logic should be cleaned up when we remove the old fullscreen code.
