Improve Physical Web UMA tools

Right now adding a new stat is too cumbersome, requiring too many changes to the PhysicalWebUma.java file.  We should update this class to store more information about the various metrics, so that we do not need to manually specify how to upload them when we have access to the native library.

Streamline UMA uploading

Currently, to add a new metric, we need to update PhysicalWebUma.java
in at least five different locations.  This change stores more
information about each metric so that less needs to be manually
specified.
