Unicode Braille characters not displaying on Windows 7

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Example URL:
http://graphemica.com/blocks/braille-patterns

Steps to reproduce the problem:
Opening any page with the Braille Unicode characters displays only the white blocks instead of the the characters.

What is the expected behavior?
That the Unicode Braille characters display

What went wrong?
The fonts are not displayed properly

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

The font used by the other browsers on Win7 is "Segoe UI Symbol", which is probably related to the following bugs:

Tested with FF and IE. On Linux the fonts are rendered correctly

Status: WontFix (was: Unconfirmed)
Tried Canary 51.0.2699.0 on Win7 and the page renders correctly, while not on 49. I suppose one of the recent changes fixed this issue.
