toggling 24-hour clock doesn't update clock

Issue description

Chrome Version: Version 50.0.2661.57 beta (64-bit)
Chrome OS Version: 7978.36.0 (Official Build) beta-channel panther
Chrome OS Platform: Asus Chromebox and Pixel 2

Steps To Reproduce:
(1) go into settings 
(2) toggle 'use 24-hour clock' on and off and on

Expected Result:
clock in bottom bar should change format

Actual Result:
clock doesn't change. haven't tried rebooting. 

Times shown in the Files view *do* change format. 


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
100% reproducible on two machines

What is the impact to the user, and is there a workaround? If so, what is
it?
annoyance only, and lack of product excellence

Please provide any additional information below. Attach a screen shot or
log if possible.

Strangely enough after rebooting, changes do immediately take effect.
