Blimp needs SystemURLRequestContextGetter to allow for system url requests such as metrics reporting uploads.

Design doc:
Discussion on team list resolved to adding a GetSystemRequestContext() method to the BlimpBrowserContext class.  A new implementation of URLRequestContextGetter would be created explicitly for system requests that would make use of URLRequestContextBuilder and it's default arguments.  Additional work would be required for proxy support since the blimp engine is a Linux build.

Are you planning on experimenting before launch? No. Experimentation would be done on blocked features before they launched however.
