This bug is marked as a release blocker for Android M50.  We'll be cutting our stable candidate next Tuesday @ 5PM PT, so a fix should be landed on trunk by Monday to ensure a merge can be processed in time.  PTAL at this issue ASAP.

For the link in #1, there is a touch/click handler registered on the nodes that is parent to the telephone number elements, as a result, the touch event is intercepted by that element and we will not launch dialer app.
