WebUI Pages are displaying in Times instead of Helvetica

Version: 51.0.2701.0 (Official Build) canary (64-bit)
OS: 10.11.4

What steps will reproduce the problem?
(1) Open Chrome > Preferences
(2) Look at the page
(3) See Times, not Helvetica

What is the expected output?
Helvetica text

What do you see instead?
Times text

Please use labels and text to provide additional information.

It looks like the text_defaults.css CSS file has had the quotes around "Helvetica Nueue" escaped (see screenshot).

You are probably looking for a change made after 385216 (known good), but no later than 385231 (first known bad).
