Gap above position:fixed, top:0 header on cnn.com on mobile

Scrolling on cnn.com on Nexus 5x, I see a white gap 1 raw pixel high that occasionally shows up above the header.

This looks like a numeric error in scroll compensation. cc'ing some folks that know this code.
