Unused recipe DEPS should be warned about

Issue description

The recipe engine should have enough information to warn about unused DEPS, both for modules and regular recipes. We should warn about this somewhere; maybe in lint?

IMO, this is something we should do on presubmit if we can. This might be a bit different with official DEPS, though.

I think that's a good idea, but a bit tricky -- recipes are in python, which means after executing 1 recipe (in simulation) AND if dependency wasn't used we can't be sure that dependency is never used. But, since we require coverage, perhaps we should analyze all tests for a recipe or recipe_module and then make 
a decision?
