Unused recipe DEPS should be warned about |

Issue descriptionThe recipe engine should have enough information to warn about unused DEPS, both for modules and regular recipes. We should warn about this somewhere; maybe in lint?

IMO, this is something we should do on presubmit if we can. This might be a bit different with official DEPS, though.

I think that's a good idea, but a bit tricky -- recipes are in python, which means after executing 1 recipe (in simulation) AND if dependency wasn't used we can't be sure that dependency is never used. But, since we require coverage, perhaps we should analyze all tests for a recipe or recipe_module and then make a decision?
