Add icon for background sync content setting blocked state on website settings popup

In order to fix bug 601012, an icon for both allowed and blocked background sync states are needed. We should be able to re-use the android icon from  bug 589780  for the allowed state, but we need a new one for "blocked".

By the way, what I mean by the website settings popup is the thing that shows up when the padlock icon on the left of the omnibox is clicked.

On mobile to keep the build size down we don't have blocked icons. Is this for Desktop? Thought the feature was starting out on mobile.

This is indeed for desktop. The feature works both in desktop and mobile.

Got you. Try the attached. I believe sizes are different on desktop, and at least pre-Material you have to use assets instead of svg for it.
