Issue descriptionVersion: Tip of tree at bb3548ef2fcdb58f9bc638bb5a3c379320fdd0e0 Android Nexus 4 What steps will reproduce the problem? (1) Run some integration tests that create offline bookmarks for locally hosted pages (2) Stop the test so there is no more server for localhost (2) Manually try to load the bookmarks in Chromium What is the expected output? Offline version of the page What do you see instead? "This site can't be reached" Note that this is /not/ the dinosaur page. Screenshot attached. This shouldn't occur in the wild. However, it may be important for end-to-end tests that always run test servers from localhost.
