Add ability to allow user-managed exceptions to cookie and popup content settings

Admins would like the ability to set the DefaultCookiesSetting and/or DefaultPopupsSetting policy settings in such a way that users can still manage exceptions.

We decided to simply not set DefaultCookiesSetting and DefaultPopupsSetting, and therefore don't need to make code change for this.  Setting to WontFix.
